Correctional Health Services, LLC (CHS) was incorporated in the state of New Jersey in October 1989.  CHS has more than 17 years experience in providing contract medical services to New Jersey County correctional facilities.  CHS annualized gross contract revenues exceed $22 million.

CHS Corporate Personnel

The ability for CHS to fulfill its corporate mission depends upon the experience, professionalism and hands-on management approach of its corporate team.

Therefore, to fulfill our corporate mission, we provide an experienced management team to our clients to provide the necessary support and supervision of our on-site personnel and programs and the accessibility of our corporate management staff on an immediate basis for both CHS employees and clients.  We also provide for the sharing of information and operational problem solving for CHS clients and key staff by the means of monthly management team meetings with formal agendas.  We have the ability to communicate daily with our employees and clients and provide a team effort to resolve problems on an immediate basis.

Geoffrey S. Perselay
President and Chief Executive Officer

Geoffrey Perselay is responsible for the total operation of CHS and the overall supervision of all corporate and contract site personnel.  He is responsible for the organizational performance, strategic planning, business development, and client satisfaction.  Mr. Perselay has over 20 years experience working in the public sector having held the positions of Chief of Staff and Acting Commissioner of the New Jersey State Department of Human Services, County Administrator for the County of Hudson and Acting Warden of the Hudson County Correctional Center.  Upon leaving the public sector, Mr. Perselay became the Chief Executive Officer of the Charter Behavioral Health System of New Jersey, where he was responsible for the management of a 150 bed hospital system providing both inpatient and outpatient services to those requiring psychiatric and addiction programs.  Thereafter, Mr. Perselay founded his own company which specialized in providing governmental relations for companies and management consulting for units of government.  He has his B.A. degree from Hobart College and a Juris Doctorate from Seton Hall University School of Law.  Mr. Perselay has been a member of the Bar of the State of New Jersey since 1980.  [back to top]
 
 

Gale Gargiulo, RN, BSN, MCH, CCHP
Executive Vice President / Chief Operating Officer

Ms. Gargiulo has served as Regional Director from 1999 to 2004 with responsibility for overseeing all daily operational issues in all sites before being appointed Chief Operating Officer and Executive Vice President. Ms. Gargiulo was the Health Services Administrator in the Hudson County Correctional Center in 1993 and served on the Hudson County Juvenile Detention Center’s Transition Team. Ms. Gargiulo was the Health Services Administrator in the Essex County Jail from 1991 to 1993 and the Bergen County Jail from 1994 to 1999 before being appointed Regional Director. Ms. Gargiulo has served in a variety of Nurse Executive and Management positions including Assistant to the Corporate Medical Director at Bankers Trust and Consultant to the New York City Emergency Medical Services System. She is a graduate of City University. She is a NCCHC Certified Correctional Health Professional. [back to top]

 
 

Andrew Cavaliere, CPA
Vice President / Finance and Chief Financial Officer

Andrew Cavaliere is responsible for managing financial operations, client reporting systems, medical claims management, internal controls, management information systems, and purchasing.  From 1985-1999, Mr. Cavaliere has held several management positions with Cigna Healthcare - Co Med HMO, including Assistant Vice President of Planning and Revenue, Director of Finance and Controller.  Mr. Cavaliere was also an auditor for Arthur Anderson & Co.  He is a graduate of Rutgers University and a certified public accountant since 1985.  [back to top]

 
 

Dr. Jon E. Hershkowitz, M.D.
Regional Medical Director

Dr. Hershkowitz is a Board Certified Internist who comes to the field of Correctional Medicine from private practice. He has been with Correctional Health Services since 2005. Initially the Medical Director for Bergen County Jail, Dr. Hershkowitz has been the Regional Medical Director for CHS since July, 2006. He is a 1991 graduate of the Hahnemann University School of Medicine in Philadelphia, PA. He completed his Residency in Internal Medicine in 1994 at the State University of New York at Syracuse. Robert Orrick
Regional Director

Mr. Orrick was the Health Services Administrator for the Hudson County Correctional Center for the period of April 1995 to May 2002. Mr. Orrick was responsible for the medical services management of one of the largest County Jails in New Jersey. Prior to 1995, Mr. Orrick was the Business Manager for the Hudson County Correctional Center reporting to the Warden. He was responsible for the fiscal operations for an organization with more than 475 employees and an operating budget of $30 million. He has an undergraduate degree in business management from St. Peter’s College. [back to top]
